Sub-Practice Lead (Preparedness/Response)/Senior Resource Management Manager

Overview Are you passionate about building resilience and driving impactful emergency management strategies? We're seeking a Sub-Practice Director(Preparedness/Response)/Senior Resource Management Manager to play a key role in our Resilience and Emergency Management (REM) team.

We offer flexibility—this role can be fully remote or hybrid if you're near one of our U.S. offices. The candidate will support the strategic planning, recruitment, development, and management of resources across the Resilience and Emergency Management (REM) market. This role oversees the resource management function, ensuring optimal allocation and utilization of personnel, and drives collaboration with subcontractors and internal teams to meet project delivery goals. The position requires strong leadership, analytical skills, and the ability to inform resource strategy at a market level. Your role

Under general direction, this role provides strategic leadership and technical oversight within the Resilience and Emergency Management (REM) market. The Sr. Technical Manager II / Sub-Practice Director will manage resource planning, project delivery, and technical excellence across multiple programs. This position ensures quality services, optimal resource utilization, and profitability while driving innovation and resilience strategies for emergency preparedness and response.

Key Responsibilities:

Strategic Resource & Workforce Planning

  • Develop and implement resource management strategies aligned with REM business objectives.
  • Forecast resource needs and create capacity plans for multiple projects and programs.
  • Identify current and future staffing availability based on technical and budgetary requirements.​

Leadership & Team Development

  • Supervise and mentor project managers, technical professionals, and resource coordinators.
  • Conduct performance reviews, career planning sessions, and promote professional development.
  • Ensure compliance with company policies and foster a culture of technical excellence.

Project Production & Technical Oversight

  • Ensure appropriate staff allocation to projects considering schedules, budgets, and milestones.
  • Monitor quality control standards and enforce QA/QC compliance throughout project lifecycle.
  • Maintain visibility in professional organizations and encourage staff participation.

Subcontractor & Vendor Coordination

  • Negotiate and manage subcontractor resource agreements.
  • Ensure compliance with contractual obligations and performance standards.

Financial & Operational Management

  • Approve purchase requests and assist with contract negotiations as per authorization matrix.
  • Deliver executive-level dashboards and analytics on resource utilization and performance.

Client & Market Engagement

  • Represent the organization to clients, regulatory agencies, and subconsultants.
  • Maintain and develop client relationships; participate in pursuit of new opportunities.

    About You

    Education:

    • Bachelor's degree in Business Administration, HR, Project Management, or related technical field (Master's preferred).
    • Management coursework and/or MBA a plus.

    Experience:

    • 15+ years in resource management, workforce planning, or operations leadership.
    • Minimum 10 years in supervisory/project management roles; experience managing teams and implementing resource systems.
    • Technical professionals with 20 years since B.S. and proven leadership may also qualify.

    Skills & Competencies:

    • Strong negotiation, analytical, and strategic planning skills.
    • Excellent technical and interpersonal communication skills.
    • Familiarity with Oracle, CRM/Vision, and data analytics tools.
    • Ability to manage individuals and teams, provide leadership, and ensure project profitability.

      Expected compensation range is between $156,000 - $195,000 annually depending on skills, experience, and geographical location.
